Stephen Robson specialises in water, procurement and regulatory work based on his 15 years’ experience as General Counsel and Company Secretary at Bristol Water. In that role Stephen was fully involved in the key issues facing the water sector including two price review redeterminations at the CMA as well as acting as HR Director and part of the executive team of five. Stephen won an award for Leadership in the Utility sector in 2009 and a scholarship to Harvard Business School.

  • Advised water company on potential PR19 CMA challenge working alongside specialist economic advisers.
  • Acting on defending claims against water companies in relation to development services issues.
  • Provided assurance and advice services to a water company in relation to its Charging Rules for New Connection services.
  • Advising bodies on compliance with public procurement rules and Utilities Contract Regulations before and during procurement events.
  • Advising bodies on IT outsourcing arrangements.
  • In-house advisor for Bristol Water in its intervention before the Competition Appeal Tribunal in a case lodged by the Lanara Group
  • In-house advisor for Bristol Water for multiple price control reviews, including two challenges to the Competition Commission/CMA for its PR09 and PR14 settlements
  • In-house advisor for Bristol Water during the Ofwat-led investigation into allegations of abuse of dominance in the self-lay sector, including the agreement of commitments to settle the case and managing the implementation and ongoing compliance
  • General water regulation: advising water companies in England and Wales on Water Industry Act 1991 (WIA 1991) queries and a broad range of regulatory issues, including governance, compliance, licence conditions, licence modifications, enforcement actions, investigations, new appointments and variations, development services, water supply licensing, bulk supply agreements, access pricing, the sale of company data, and Ofwat determinations under the WIA 1991
